Technology Challenges
in Fort Frances

Fort Frances is an international border town. Situated directly across the Rainy River from International Falls, Minnesota, the community operates in an environment where cross-border considerations touch everything from data handling to law enforcement coordination. The town serves as the administrative centre for Rainy River District, housing the district government offices and functioning as the regional hub for healthcare, justice, and social services.

The community has navigated significant economic transition following the closure of the Resolute Forest Products mill in 2014. What remains is a resilient service economy anchored by healthcare, municipal government, and community organizations. The Riverside Health Care system, Rainy River District Social Services Administration Board, and Rainy River District School Board all require reliable, compliant IT infrastructure. Multiple police services operate in the area — OPP, Treaty Three Police Service, and CN Police — each with distinct technology and security requirements. The New Gold Rainy River Mine, 65 km northwest of town, adds a resource sector presence with approximately 600 permanent jobs and a strong local hiring focus.

Fort Frances sits at the junction of Highways 11 and 71, making it a transportation hub for the district. Organizations here serve not just the town's 7,400 residents but the broader district population spread across communities from Emo to Atikokan. Highway 71 connects Fort Frances north to Kenora — FSET's headquarters — with team members based along that corridor and in the Rainy River District itself.

How FSET Serves Fort Frances

FSET has staff based in Fort Frances and the Rainy River District — technicians who already know the local IT environments and the organizations they support. Our CISO is based in Emo, approximately 20 minutes from Fort Frances, and is available for on-site security assessments and escalations. FSET is actively hiring in the district, which means that team depth will only grow. When something needs attention here, the people who respond know this community.

For healthcare organizations, FSET delivers managed IT and cybersecurity services aligned with PHIPA requirements. Riverside Health Care operates five sites across the Rainy River District with 500 to 1,000 staff — the kind of multi-site environment where consistent, compliant infrastructure is not optional. FSET's leadership team has direct working experience within Ontario's health system, including hands-on knowledge of how Ontario Health Teams procure technology and operate under provincial frameworks. That is meaningfully different from a vendor who has only read the guidelines. As a WBE Canada certified Women Business Enterprise, FSET is also positioned to meet supplier diversity requirements in procurement processes at Riverside and across the district's public sector organizations.

For municipal clients, the complexity here runs deeper than it looks from the outside. The Town of Fort Frances operates not just municipal services but Fort Frances Power Corp, the airport, the sports and wellness centre, and the marina — a demanding IT environment for a community of 7,500. The Rainy River District Social Services Administration Board delivers paramedic services, childcare, Ontario Works, and community housing under MFIPPA. The Rainy River District School Board manages 12 schools and approximately 2,300 students. These are not simple environments, and they require a provider who understands the compliance obligations that come with them.

Multi-site organizations across the district — the health care network, the school board, town facilities — are strong candidates for cloud-managed physical security through Verkada, including video surveillance and access control managed from a single platform. For law enforcement, FSET brings RCMP NPS Net Policy expertise and ConnectedOfficer® technology to the Fort Frances OPP detachment and Treaty Three Police Service.

For organizations that coordinate across the border — through trade relationships, shared emergency services, or cross-border partnerships — data handling and jurisdictional clarity matter. FSET keeps Canadian data under Canadian control, managed under Canadian privacy legislation, with no ambiguity about jurisdiction or data residency.

Why Choose a
Regional Partner

Distance from Toronto or even Thunder Bay means slower response and zero community knowledge. FSET has operated in Northwestern Ontario since 1999 — the Rainy River District is not an expansion market; it is part of the territory FSET was built to serve. Our team is already here. When something breaks, the person who shows up knows Fort Frances, knows the organizations, and knows the district. We’re not a GTA firm that considers anything north of Barrie to be “remote.”

FSET is a Member of the Fort Frances Chamber of Commerce.
