Kenora, ON, November 26, 2025 – The Victoria Beach Police Service (VBPS) has successfully deployed a comprehensive mobile technology solution designed to modernize operations and improve community policing effectiveness. The project, led by FSET Inc in partnership with Axon, Havis, and Cradlepoint, addresses critical challenges faced by small municipal police services, including geographic isolation and limited access to digital tools.

Prior to the technology implementation, VBPS officers had to drive 25 minutes to the nearest RCMP detachment simply to access report systems, resulting in officers being unavailable for community service for extended periods. The lack of real-time information access also created safety concerns, particularly for single-officer units operating in isolated areas.

“Our officers were spending far too much time on administrative tasks that took them away from serving our community,” said Chief MacKinnon of the Victoria Beach Police Service. “This technology solution has transformed how we operate, giving our officers the tools they need to do their jobs safely and efficiently.”

The integrated solution includes Samsung DeX mobile data terminals installed in patrol vehicles, Axon Fleet 3 ALPR (Automatic License Plate Reader) in-car camera systems, and a Connected Officer platform that provides real-time access to critical databases and reporting systems. FSET managed the system integration and NCACR document submission, ensuring all security and compliance requirements were met.

The benefits have been immediate and significant. Officers can now complete reports and access information directly from their vehicles, increasing time available for proactive policing and community engagement. The integrated evidence capture capabilities provide comprehensive documentation for investigations while enhancing accountability and transparency.
