Who Can Hire a Vendor of Record? 

While the VOR system is primarily associated with Ontario’s provincial ministries, its benefits extend well beyond government departments. Publicly funded institutions under the Broader Public Sector—including universities, colleges, hospitals, school boards, municipalities, and certain non-profits—can also use the VOR framework. 

Many BPS organizations aren’t aware that they can hire Ontario Vendors of Record. For example, a BPS organization can issue a targeted Request for Service (RFS) to pre-vetted vendors, avoiding the complexities of traditional open-market procurement.
